Naval Authorities should be declar-

seller and duly endorsed by the
Authority concerned certifying that the liquor applied for is duly for
such and such canteen or mess. A spe

the liquors were received by a

Military Authorities by the
Colonial Goverment. See Ordi-
-nance No. 3o 1909)
