(4). With regard to the

rebate allowed to the Military

and Naval Authorities, I am afraid

that the dealers have taken advant-

-age of their old stock and broken

down liquor on which no duty has

been paid to claim for rebate on

such. To guard against possible abuse I would suggest that all wine and liquors for the Military and

Naval Authorities should be declar-

-ed to and passed through the Im-

ports and Exports Office. All re- -quisitions to be signed by the

seller and duly endorsed by the

Authority concerned certifying that the liquor applied for is duly for

such and such canteen or mess. A spe

-cial receipt te be drawn up which

would be returned to the Imports

and Exports Office as proof that

the liquors were received by a

certain

canteen
